Time limit for races at Warnemunde worlds

The worlds at Warnemunde will be our first, and I have a beginner's question after reading the sailing instructions:
What is the rationale behind setting a finishing time limit on days when only one race is being run?

We're not the best sailors in the fleet, nor sailing the fastest boat, but it would be nice to be scored for finishing a race even if it might sometimes be >45mins after the leaders.

It was the wish of the race officer.
We will discuss it with him prior of the worlds.

I'm not sailing the worlds this year, so my opinion may not count, but I think putting a finish time on the races is a mistake. Often in the back of the fleet the boat to boat battles are just as exciting (for the boats involved) as are the battles in the front of the fleet, and just as important.
I remember the first race we managed to finish at the New Zealand worlds, we were about an hour behind the leaders, swapping tacks with another boat all the way up the last beat, and we just barely beat them to get an 82nd, out of 83 boats. We were excited just to finish a race after three tries! Having a close race with another boat made that second last place worth it, hell just finishing a race at my first worlds was pretty cool.

Think about it for a few minutes, if only people capable of winning the worlds showed up, we would have a worlds with about 10 or 15 boats... not very exciting. The folks in the back of the fleet pay entry fees too, let them finish even if the are a bit behind.

I would have to agree with Jack. The fleet needs to encourage the boats at the bottom fo the fleet. Especially with such long courses you may end up with a large number of boats not finishing due to that timeline which would be most disappointing for those boats involved.

I would agree that the PRO should have that as an option, but I don't think they should enforce it unless they were trying to get 2 races off or there was another reason.

Personally I dislike the idea of a time limit when only one race is run. There was a regatta recently were the proposed time limit was 30 minutes, fortunately it was increased to an hour, or less than 1/3 of the fleet would have finished.

However I also understand the race officer wanting it, give him a idea of how long the day will be.

But I think racing is for the sailors, finishing boats on the course when there is no realistic possibility of a place change after a certain amount of time is certainly reasonable, and has been used to good effect in numerous 14 events.
